Regular Board Meeting - July 03, 2017

PUBLIC HEARING WAS HELD STARTING AT 5:00 PM REGARDING THE PROPOSED ORDINANCE VACATING WASHINGTON STREET BETWEEN MARKET STREET AND STATION STREET IN ST. MICHAEL, PA.  THE PUBLIC HEARING WAS COMPLETED AT 5:04 PM.
 
CALL TO ORDER:
                Chairman Dennis Richards called the regular meeting to order at 5:05 P.M. in the conference room of the Adams Township Municipal Building.
PLEDGE OF ALLEGIANCE:
                The Pledge of Allegiance was said by all present.
ATTENDANCE: 
                Those in attendance were Supervisors Dennis Richards, Anthony Christ, Dennis Gdula, Joseph Slonac and J. Brian Schrader; Diana Baxter, Secretary; and ten (10) visitors.
PUBLIC COMMENT PERIOD FOR AGENDA ITEMS AND PRIOR MEETING MINUTES:
Mr. Richards stated now the Public has the right and the opportunity to comment on any item from the previous meeting minutes.  None was forthcoming.
MINUTES: 
Mr. Richards stated everyone had a copy of the May 22, 2017 meeting.  He asked all Board members to read the minutes.  Mr. Richards asked for a motion to approve the minutes presented.  Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, motion passed.
TREASURER’S REPORT:
                Mr. Richards stated the Treasurers Report was accepted as read.  The General Account Fund showed revenues received totaling $30,450.65, expenditures of $112,679.76 (check # 28827 to #28871) and a balance of $709,679.76.  The Street Light Account Fund showed revenues received totaling $899.10, expenditures of $6,720.97 (check #1398 to #1400) and a balance of $33,959.44.  The Fire Protection and Fire Hydrant Fund showed revenues received for the hydrant account of $199.80, the protection account of $580.28 and expenditures of $750.42 (check #1135 to #1137) and a balance of $52,130.98.  The State Liquid Fuels Account Fund showed revenues of $0.00 in interest and no expenditures leaving a balance of $327,991.04. 
CORRESPONDENCE:
                A letter from Dennis J. Getz, requesting to be considered for a position on the Adams Township Water Authority Board if a vacancy becomes available.  Discussion:  None.
A letter from Adams Twp. #2 Volunteer Fire Co. regarding the new Act 129 for PA Volunteer Firemen to receive a 20% reduction in property taxes.  Discussion:  Mr. Richards stated the Board will consider this reduction available to the Fire Company Volunteers and have the Solicitor review this bill.
OLD BUSINESS:
Mr. Richards asked for a motion to release the road bond for A & M Logging on Old Bedford Pike.  Mr. Gdula made the motion, second by Mr. Christ.  With all in favor, motion passed.
Mr. Richards asked for a motion to adopt the Ordinance vacating Washington Street between Market Street and Station Street in St. Michael, this is only the paper section of Washington Street, not the sections in use already.  Mr. Gdula made the motion, second by Mr. Christ.  With all in favor, motion passed. 
Mr. Richards asked for a motion to approve the installation of a fire hydrant on 4th Street at Locust Street at a cost of $2,445.55 to the Township.  Discussion:  Mr. Slonac made the motion, second by Mr. Christ.  With all in favor, motion passed.
                Mr. Richards asked if the Board had any other old business they would like to discuss.  None was forthcoming.
NEW BUSINESS:
                Payment of the Bills:  Mr. Richards stated all Board Members have a copy of the bills presented for payment totaling $80,428.25 and asked them to take a few minutes to review the bills before calling for a motion to approve payment of the bills.  Mr. Gdula made the motion to pay all bills.  Mr. Christ second this motion.  With all in favor, motion passed.  The bills are as follows:  GENERAL FUND:  Adams Twp.                 Mr. Richards asked for a motion to appoint Denny Getz to the Adams Township Water Authority to fill the position previously held by Betty George.  Mr. Gdula made the motion, second by Mr. Slonac.  With all in favor, motion passed.              
  Mr. Gdula stated he received a request from the Elton United Methodist Church to take one truck and one piece of heavy equipment out on Sunday for their Sunday Fun Day they are having in July.  Mr. Richards asked for a motion to allow the two pieces of equipment be taken out to Elton United Methodist Church Sunday Funday.  Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, motion passed.
                Mr. Richards asked if the Board had any other new business they would like to discuss.  None was forthcoming.
 
PUBLIC GENERAL COMMENT PERIOD:
              Mr. Mark Baloga asked about his street light and stop sign for Hub Lane and asked if they could consider widening the road out.  Mr. Gdula stated he will consider it and see what they can do.
                Mr. Joe Orsaugas thanked the Board for mowing the playground in Mine 42 and stated the properties that were turned in last year and once again in deplorable shape.  Mr. Gdula will call Cambria County to review this property again.                              
ADJOURNMENT: 
                Mr. Richards stated with no other township business to conduct he would entertain a motion to adjourn.  Mr. Christ made the motion, second by Mr. Slonac.  With all in favor, motion passed and the meeting adjourned at 5:18 P.M.
