CALL TO ORDER:
Chairman Dennis Richards called the regular meeting to order at 5:00 P.M. in the conference room of the Adams Township Municipal Building.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was said by all present.
ATTENDANCE: 
Those in attendance were Supervisors Dennis Richards, Dennis Gdula, Dan Senft, Brian Schrader and Mark Bucci; William Barbin, Solicitor; Jennifer Zakraysek, Secretary, and twelve (12) visitors.
PUBLIC COMMENT PERIOD FOR AGENDA ITEMS AND PRIOR MEETING MINUTES:
Mr. Richards stated now the Public has the right and the opportunity to comment on any item from the previous meeting minutes.  None was forthcoming.
MINUTES: 
Mr. Richards stated everyone had a copy of the January 7, 2019 meeting.  He asked all Board members to read the minutes.  Mr. Richards asked for a motion to approve the minutes presented.  Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, motion passed.
TREASURER’S REPORT:
 After discussion, Mr. Richards stated the Treasurers Report was accepted as read.  The General Account Fund showed revenues received totaling $ 50,693.07, expenditures of $ 97,236.97(check # 29981 to #30020) and a balance of $335,546.24.  The Street Light Account Fund showed revenues received of $ 1,942.50 and expenditures of $233.33 (check #1462) and a balance of $7,414.48.  The Fire Protection and Fire Hydrant Fund showed revenues received for the hydrants of 677.25 and protection of $1,264.82 and expenditures of $ 1,360.00 (check #1202) and a balance of $14,439.47.  The State Liquid Fuels Account Fund showed revenue of $0.00 in interest and expenditures of $0.00 (check #-- to #--) leaving a balance of $150,134.36.   
CORRESPONDENCE:       
Letter from DEP about Rosebud Mining Company Mine 78 bond release. Discussion occurred.
Letter from Adams Township Vol.Fire Co.2 showing tentative list of functions for 2019. Mr. Richards asked for a motion to approve the tentative list of functions for 2019. Mr. Gdula made the motion, second by Mr. Senft. With all in favor, motion passed.
Letter from the The Eads Group concerning Forest Hills Municipal Authority proposed sewer
extension project. Discussion occurred.
Letter from DEP concerning Mine 78 revised activity permit. Discussion occurred.
VI.   OLD BUSINESS
Mr. Richards asked if the Board had any other old business they would like to discuss.  None was forthcoming.

Mr. Richards asked for a motion to approve participation in the DGS statewide contract for Sodium Chloride for 2019-2020 for a total of 600 ton. Mr. Gdula made the motion, second by Mr. Senft. With all in favor, motion passed. 
Mr. Richards asked for a motion for approval request for Officers’ Ellenberger and Shope to attend training in March. See attached letter. Mr. Bucci made the motion, second by Mr. Gdula. With all in favor, motion passed.
Mr. Richards asked for a motion to approve amendment to Employee Personnel Manual concerning defining road crew levels effective as of this date. Mr. Senft made the motion, second by Mr. Bucci. With all in favor, motion passed.
Mr. Richards asked for a motion for amendment to Employee Personnel Manual about insurance/Medicare upon reaching age 65 effective not until 2020. Mr. Gdula made the motion, second by Mr. Bucci.  With all in favor, motion passed.
 
 Mr. Richards asked if the Board had any other new business they would like to discuss. None was forthcoming.
PUBLIC GENERAL COMMENT PERIOD:
 Mr. David Papcunik here about alley/street.Mr. Barbin answered him.
 Mrs. Irene Baker about update on tires on adjacent property. Mr. Bucci and Mr. Gdula answered her concerns.
 Mr. Ron Portash of the Mainline Newspapers stating that he will coming to cover meetings.
 Mr. Steve Paluch inquiring about any news about the Dollar General pond. Mr. Richards and Mr. Gdula answered him stating that our township engineer was looking into it.
 Ms. Toth of Kams Kars about previous Zoning Hearing denial. Mr. Barbin advised her on her options.
ADJOURNMENT: 
 Mr. Richards stated with no other township business to conduct he would entertain a motion to adjourn.  Mr. Schrader made the motion, second by Mr. Gdula.  With all in favor, motion passed, and the meeting adjourned at 5:34 P.M.

                After discussion, Mr. Richards stated the Treasurers Report was accepted as read.  The General Account Fund showed revenues received totaling $ 41,264.60, expenditures of $ 52,255.98(check # 29944 to #29980) and a balance of $382,090.14.  The Street Light Account Fund showed revenues received of $ 472.50 and expenditures of $115.88 (check #1460 to #1461) and a balance of $5,705.31.  The Fire Protection and Fire Hydrant Fund showed revenues received for the hydrants of 141.75 and protection of $3,376.68 and expenditures of $ 741.34 (check #1199 to #1201) and a balance of $13,857.40.  The State Liquid Fuels Account Fund showed revenue of $60.82 in interest and expenditures of $0.00 (check #-- to #--) leaving a balance of $150,134.36.   
CORRESPONDENCE:       
Letter from Cambria County Building Codes concerning an important agency notification. Discussion occurred.
Letters from Adams Township Planning Commission. Discussion occurred about the Planning Commission conducting workshops to work on the Subdivision and Land Development Ordinance. Mr. Richards asked for a motion to pay them their regular meeting rate if they hold their workshops here at the municipal building and they provide the township with a roster of those who attended. Mr. Gdula made the motion, seconded by Mr. Bucci. All in favor, motion passed.
OLD BUSINESS:
Mr. Richards asked if the Board had any other old business they would like to discuss.  None was forthcoming.

Adams Twp Reorg Meeting Minutes-January 7, 2019

CALL TO ORDER at 2:00 PM by Dennis Richards with the Pledge of Allegiance being said by all present.  Those in attendance were Supervisors, Brian Schrader, Dennis Richards, Dennis Gdula, Dan Senft and Mark Bucci; Jennifer Zakraysek  Secretary; Police Chief Moss; District Justice Rick Varner; and 2 visitors.
Mr. Varner swore all supervisors and secretaries in to office prior to the meeting.
Mr. Richards asked for a motion to appoint a temporary Chairman to conduct the reorganization meeting.  Mr. Gdula to name Ms. Zakraysek, second by Mr. Schrader. With all in favor, motion passed.
Ms. Zakraysek asked for a motion to name a Chairman of the Board of Supervisors.  Mr. Schrader made a motion to appoint Mr. Richards as Chairman of the Board of Supervisors.  Mr. Gdula seconds this motion.  With all in favor, motion passed.
Mr. Richards asked for a motion to name a Vice-Chairman of the Board of Supervisors.  Mr. Gdula nominated Mr. Bucci, second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint Jennifer Zakraysek as Secretary-Treasurer for the Board of Supervisors with a 2 % increase in rate. Mr. Gdula made the motion, second by Mr. Bucci.   With all in favor, motion passed.
Mr. Richards asked for a motion to retain William Barbin as Solicitor for Adams Township Board of Supervisors.  Mr. Bucci made the motion; Mr. Senft seconds.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint Sam Birch as a Level 1 Equipment/Road Department Employee for Adams Township with a 2% increase in rate.
 Justin McKnight as a Level 2 Employee classified under the Road Department for Adams Township with a 2% increase in rate. Travis Ladika as Level 3 Employee classified under the Road Department for Adams Township with 2% increase in rate. Mr. Gdula asked that Mr. Ladika be moved up to a Level 2 employee. Discussion occurred. Mr. Bucci made the motion, second by Mr. Senft. With all in favor, motion passed.
Mr. Richards asked for a motion to affirm the employment of Dennis Gdula, J. Brian Schrader and Dan Senft, as Working Supervisors on the road department for the Board of Supervisors. Motion made by Mr. Schrader, second by Mr. Bucci. With all in favor, motion passed.
 Mr. Richards asked for a motion to retain Dennis Richards as a per diem employee for the road crew on an as needed basis for the Board of Supervisors.  Mr. Gdula        made the motion, Mr. Senft seconds this motion.  With all in favor, motion passed.

Mr. Richards asked for a motion to name Brian Schrader, Dennis Richards, Dennis Gdula, Mark Bucci, and Dan Senft as assistant secretaries for the Board of Supervisors.  Mr. Bucci made the motion, second by Mr. Gdula.  With all in favor, motion passed.
Mr. Richards asked for a motion to nominate and appoint a Road Master for the Board of Supervisors. Mr. Schrader nominated Mr. Gdula.  Mr. Bucci seconds this motion.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint Kirk Moss as full time Police Chief for Adams Township with an increase pre-established in his contract.  Mr. Bucci made the motion, Mr. Schrader seconds this motion.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint John Heming, Lee Hill and Jared Shope as Full Time Police Officers with the increase prescribed by the contract.  Mr. Schrader made the motion, second by Mr. Richards.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint Rob Ellenberger as full time SRO for Forest Hills School District and Adams Township.  Motion made by Mr. Gdula, second by Mr. Senft.
Mr. Richards asked for a motion to reappoint Rick Keller, John McKnight, Scott Croyle, Dwight Keim, Nathan Homyak, and Jeffrey Meden as Part Time Police Officers at a pay rate established by the contract.  Mr. Bucci made the motion, second by Mr. Gdula.  With all in favor, motion passed.
Mr. Richards asked for a motion to nominate and appoint a Police Commissioner for the Board of Supervisors.  Mr. Gdula nominated Mr. Bucci.  Mr. Richards seconds this motion.  With all in favor, motion passed
Mr. Richards asked for a motion to appoint the FH Vet as Animal Control Officer for the Board of Supervisors. Mr. Senft made the motion to table, second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint Cambria County Building Codes as Compliance Officer for the Board of Supervisors.  Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint Fred Brown as Township Surveyor for the Board of Supervisors.  Mr. Schrader made the motion, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint the Eads Group as Township Engineer for the Board of Supervisors for 2019. Mr. Bucci made the motion, second by Mr. Gdula.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain Kotzan CPA and Associates to do the 2018 Fiscal Year audit of all accounts of Adams Township. Bucci made the motion, seconded by Mr. Schrader. With all in favor, motion passed.

Mr. Richards asked for a motion to appoint a member of the Board to the Dirt and Gravel Low Volume Road Program for the Board of Supervisors and alternate for the year 2019. Mr. Richards asked for a motion to appoint an alternate of the Board to Cambria County Building Codes for 2019. Mr. Bucci nominated Mr. Schrader for the alternate representative for Cambria County Building Codes. Mr. Richards seconds the motion. With all in favor, motion passed.
Mr. Richards asked for a motion to retain Berkheimer & Associates as Earned Income Tax Collector for the Board of Supervisors at a rate of 1.65% for commissions for 2019.  Mr. Gdula made the motion, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain Berkheimer & Associates as Local Service Tax Collector for the Board of Supervisors as a rate of 2.05% for 2019 and forward for commissions. Motion made by Mr. Bucci, seconded by Mr. Schrader. With all in favor, motion passed.
Mr. Richards asked for a motion to appoint all board members of the Board to the Cambria County Association of Township Officials for the Board of Supervisors
for the year 2019.  Mr. Gdula made the motion, Mr. Senft seconds this motion.  With all in favor, motion passed.
Mr. Richards asked for a motion to appoint all board members to the FH Alliance for Board of Supervisors for the year 2019.  Mr. Bucci made the motion.  Mr. Gdula seconds the motion.  With all in favor, motion passed.

Mr. Richards asked for a motion to retain Jennifer Blanchetti as Act 511 Occupation – Per Capita Tax Collector for the Board of Supervisors.  Mr. Schrader made the motion, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain US Cleaning Service as Janitor for the Adams Township Municipal Building and District Court Building for 2019.  Mr. Gdula made the motion, second by Mr. Bucci.  With all in favor, motion passed.
Mr. Richards asked for a motion to reappoint Terry Hunter to the Vacancy Board of the Board of Supervisors.  Mr. Richards made the motion, second by Mr. Gdula.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain the Treasurers Bond at $900,000.00 for the Treasurers of the Board of Supervisors.  Mr. Schrader made the motion, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain first Summit Bank as depository for the Township of Adams funds.  Mr. Gdula made the motion, second by Mr. Bucci.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain FWF Insurance Agency as the carrier for coverage of the Township buildings, vehicles, and workman’s compensation
 Insurance, errors and omissions policies until the contract date of May 18, 2019.  Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain Pennsylvania State Association for Borough’s for the Union and Non-Uniform Pension Plans.  Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, the motion passed.
Mr. Richards asked for a motion to retain Teamsters & Employers Welfare Fund as medical, dental, eye care and $25,000 death benefit per employee carrier for all
full time employees that qualify under the township code.  New Employees must have a thirty- (30) day probationary period before qualifying for this benefit.  Mr. Senft made the motion, second by Mr. Bucci.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain Nationwide Ins. for the disability insurance for all full-time employees and a $25,000.00 death benefit.  Mr. Schrader made the motion, Mr. Senft seconds this motion.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain payday as every other Thursday in 2019 with the final pay date for 2019 being December 26, 2019.  Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, motion passed.

Mr. Richards asked for a motion to give the Secretary-Treasurer the permission to transfer Township monies within accounts to pay bills falling due between
meetings to avoid penalty charges.  Mr. Gdula made the motion, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to give the Secretary-Treasurer the permission to invest Township monies to gain larger investment margins.  Mr. Senft made the motion, second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain the Secretary’s meeting pay at $40.00 per meeting. Mr. Gdula made the motion, second by Mr. Bucci.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain the Supervisors meeting pays to be paid according to the population rate allowable for Supervisors meeting pay allowed under the Township Code.  Mr. Schrader made the motion, second by Mr. Bucci.  With all in favor, motion passed.
Mr. Richards asked for a motion to retain authorization for the Road Masters to make a purchase no exceeding $1,000.00 in materials/supplies without going through  a regular scheduled meeting.  Mr. Gdula made the motion, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to appoint a voting delegate to the State Convention in Hershey, PA for the dates of April 14 to April 17, 2019.  Mr. Gdula made a motion to appoint Mr. Bucci, second by Mr. Richards.  With all in favor, motion passed.
Mr. Richards asked for a motion to hold Monthly Township Meetings at the Municipal Building, located at 125 Mary Drive, Sidman, PA starting at 5:00 PM on the following dates in 2019: January 7 (following reorganization meeting) and 28; February 11; March 4 and 25; April 8 and 22; May 6 and 20; June 10; July 1 and 22; August 12; September 9 and 23; October 7 and 21; November 12; December 2 and 16, 2019. Mr. Senft made the motion to set the time at 5PM and the meeting dates, second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked for a motion to approve the following holidays for 2018:  Martin Luther King Day (01-21-19), Presidents Day (02-18-19), Good Friday (04-19-19),Memorial Day (05-27-19), Independence Day (07-04-19), Labor Day (09-02-19), Columbus Day (10-14-19), Veterans Day (11-11-19), Thanksgiving Day (11-28and 29-19), Christmas Day (12-25-19), New Year’s Day (01-01-20). Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked for a motion to appoint Patrick Webb as recording secretary for the Adams Township Planning Commission, at a rate of $40.00 per month.  Mr.

Mr. Richards asked for a motion to pay each Planning Commission member $30.00 per meeting.  They only receive compensation for the meeting they attend.  Mr. Gdula made this motion, second by Mr. Bucci.  With all in favor, motion passed.
Mr. Richards asked for a motion to set the Adams Township subdivision fees as $125.00 for residential and $250.00 for commercial. Discussion occurred. Mr. Richards asked for a new motion to set the Adams Township subdivision fees as 100.00 for residential and 250.00 for commercial with 10.00 for each additional lot. Mr. Bucci made the motion, seconded by Mr. Richards. With all in favor, motion passed.
Mr. Richards asked for a motion to adopt a 2019 Schedule of Fees for Adams Township. Mr. Bucci made the motion, seconded by Mr. Richards. With all in favor, motion passed.
Mr. Richards asked for a motion to appoint Joseph Osargos to the Adams Township Municipal Authority for a five-year term expiring 2024.  Mr. Gdula made the motion, second by Mr. Richards.  With all in favor, motion passed.
Mr. Richards asked for a motion to appoint Neal Sivec to a 5-year term on the Adams Township Water Authority expiring 2024.  Mr. Bucci made the motion, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to appoint Ed Pentrack to a 4-year term on the Adams Township Planning Commission expiring in 2023.  Mr. Bucci made the motion, second by Mr. Gdula, with all in favor, motion passed.
Mr. Richards asked for a motion to appoint Kirk Moss to a 5-year term on the Forest Hills Municipal Authority expiring 2024. Motion made by Mr. Bucci, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to set the Zoning Hearing Board rate at $30.00 per hearing scheduled for 2019.  Mr. Gdula made the motion, second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked for a motion to approve the Rules and Regulations for the employees of Adams Township listing holidays, sick time, vacation time, personal time and other regulations for 2019.  If revisions are needed, they will be done during the year by motion of the Board.  Mr. Gdula made the motion, second by Mr. Senft.  With all in favor, motion passed.
Mr. Richards asked for a motion to adjourn.  Mr. Senft made the motion, second by Mr. Schrader.  With all in favor, meeting adjourned at 2:30p.m.
