Board Meeting March 28, 2016

I.  CALL TO ORDER:
               Chairman Dennis Richards called the meeting to order at 5:00 P.M. in the conference room of the Adams Township Municipal Building.
II. PLEDGE OF ALLEGIANCE:
                The Pledge of Allegiance was said by all present.
III. ATTENDANCE:
Those in attendance were Supervisors Dennis Richards, Brian Schrader, Joseph Slonac and Anthony Christ; William Barbin, Solicitor; Diana Baxter, Secretary; and two (02) residents.
IV. PUBLIC COMMENT PERIOD FOR AGENDA ITEMS AND PRIOR MEETING MINUTES:  
Mr. Richards stated at this time the Public has the right and the opportunity to comment on any item from the previous meeting minutes.   No comments or questions.
Kim Dorchak presented the 2015 Audit for Adams Township.  The township audit showed the township had a very good year with income exceeded expenditures.  Board thanked her for explaining the audit and doing a fine job.
V. MINUTES: 
Mr. Richards stated everyone had a copy of the March 07, 2016 meeting.   He asked all Board members to read the minutes.  Mr. Richards asked for a motion to approve the minutes presented. Mr. Christ made the motion to accept the minutes, Mr. Schrader seconds this motion.  With all in favor, motion passed.
VI. TREASURER’S REPORT:
Mr. Richards asked for the reading of the Treasurers Report in written form.    The General Account Fund showed revenues received totaling $66,654.53, expenditures of $90,019.13 (Check #27996 to #28035) and a balance of $356,005.66.  The Street Light Account Fund showed revenues of $5,736.15, expenditures of $168.45 (Check #1348) and a balance of $20,853.73.  The Fire Protection Account Fund showed revenues of $1,382.50 (hydrants) and $3,907.64 (Fire Protection), expenditures of $799.73 (Check #1083) and a balance of $7,429.58.  The State Liquid Fuels Account Fund showed interest of $0.00 and expenditures of $0.00 (check #---) leaving a balance of $390,098.51. 
VII. CORRESPONDANCE:
A letter was read from Southwestern Cambria County Water Authority requesting if the road crew is going to use the hydrants, please call the office before doing so.  Discussion:  None.
A letter was read from Cambria County Sewage Authority regarding a sewage complaint that needs Municipal approval in order to investigate the complaint.  Discussion:  Discussion occurred on the complaint and Mr. Richards asked for a motion to authorize the Sewage Enforcement Officer to investigate the complaint filed for raw sewage running behind a trailer and houses on Palestine Road.  Mr. Slonac made the motion, second by Mr. Christ.  With all in favor, motion passed to authorize this investigation.
A memo was read from Penn DOT District 9 Transportation Outreach for 2016 being held April 28, 2016 from 1:30 pm to 3:00 pm at the Ebensburg Center.  Discussion:  None.
A letter from Wright Sanitation regarding reactivation fees for garbage collection when service has been delinquent.  Discussion:  Mr. Barbin stated Mr. Wright contacted him regarding this matter and he felt they had a right to add the additional costs for this service.
II. OLD BUSINES
Mr. Richards asked for discussion on the bids received for the installation of a metal roof on District Court building.  The bids came in from the following:
  1.  Chestnut Wood               $27,026.24 (hidden seam)           $ 14,996.79
  2. Rycor                                                                                    10,660.00
  3. Kauffman                            $15,430.00 (hidden seam)            9,850.00
  4. Lester’s                                $15,750.00 (hidden seam)           5,750.00
Mr. Richards asked for a motion to accept Lester’s bid of $5,750.00 for installation of the metal roof.  Mr. Christ made the motion, second by Mr. Slonac.  With all in favor, motion passed.
Mr. Richards asked for the opening of the bids received for the spring maintenance material.  The awards were as follows:  New Enterprise Stone & Lime Co., awarded 3A Stone, 2A modified stone, 4 stone.  Motion made by Mr. Christ, second by Mr. Schrader.  With all in favor, motion passed.  Grannas Bros. 1B Stone and Anti-Skid (3B) stone.  Motion made by Mr. Christ, second by Mr. Schrader.  With all in favor, motion passed.  Motion to award Midland Asphalt the E-3M and AE-P bid made by Mr. Christ, second by Mr. Schrader.  With all in favor, motion passed.  Bids award sheet is attached.
Mr. Richards asked for a motion to purchase a berming machine box at a cost of $7,761.00 from Groff Tractor.  Mr. Christ made the motion, second by Mr. Slonac.  With all in favor, motion passed.
Mr. Richards asked for a motion to purchase a Niagara chipping spreader at a cost of $2,785.00 from US Municipal Supply.  Mr. Christ made the motion second by Mr. Schrader.  With all in favor, motion passed.
Mr. Richards asked if the Board had any other old business they would like to discuss.    None is forthcoming.
IX. NEW BUSINESS         
                Payment of the Bills: Mr. Richards stated all Board Members have a copy of the bills presented for payment totaling $21,612.07 to take a few minutes to review the bill before calling for a motion to approve payment of the bills.  Mr. Christ made the motion to pay all bills, Mr. Slonac seconds this motion.  With all in favor, motion passed.  The bills are as follows for the General, Fire, Street Light and State Accounts:  GENERAL FUND ACCOUNT: Advanced Office…1171.81, American Legal…217.20, Anderson…379.35, CCBC…55.00, CC Commissioners…56.00, Centre Communications…571.08, Comcast…84.85, DeLage…165.21, D. Mr. Richards asked for a motion to approve the 2016 County Aid Application for $30,000.00.  Mr. Christ made the motion, second by Mr. Slonac.  With all in favor, motion passed.
 Mr. Richards asked for any other new business.  None was forthcoming.
X. PUBLIC GENERAL COMMENT PERIOD
Mr. & Mrs. John Margo addressed the board on the following questions.  #1. Is there a rule on No Trespassing Signs being posted and violated?  They were told they can post their property with signs on their boundary line and if someone trespasses, call the police, take pictures and file at the magistrate’s office for defiant trespassing.  #2. Are you allowed to collect and direct water on to someone else’s property?  The answer is no.  #3 Thanked the Board for fixing the drainage problem on the roadway.  #4.  Their road needs fixed.  #5.  People are dumping on WPA road again.
XI. ADJUORNMENT
Mr. Richards stated with no further township business to conduct he would entertain a motion to adjourn. Mr. Christ made the motion to adjourn and Mr. Schrader second this motion.    With all in favor, motion passed and meeting adjourned at 5:54 P.M.

The Adams Township Road Crew will begin sweeping the Streets in Adams Township on March 21, 2016 and concluding April 1, 2016.  All roads and streets will be swept with the street sweeper.  Thank you.

I.  CALL TO ORDER:

III. ATTENDANCE:
Those in attendance were Supervisors Dennis Richards, Dennis Gdula, Brian Schrader, Joseph Slonac and Anthony Christ; William Barbin, Solicitor; Diana Baxter, Secretary; and five (05) residents and Andy Griffin from the Tribune Democrat.
IV. PUBLIC COMMENT PERIOD FOR AGENDA ITEMS AND PRIOR MEETING MINUTES:  
Mr. Richards stated at this time the Public has the right and the opportunity to comment on any item from the previous meeting minutes.   No comments or questions.

Mr. Richards asked for the reading of the Treasurers Report in written form.    The General Account Fund showed revenues received totaling $95,353.57, expenditures of $140,499.65 (Check #27963 to #27995) and a balance of $379,370.26.  The Street Light Account Fund showed revenues of $0.00, expenditures of $9,343.00 (Check #1345 to #1347) and a balance of $15,286.03.  The Fire Protection Account Fund showed revenues of $0.00 (hydrants) and $0.00 (Fire Protection), expenditures of $6.06 (Check #1082) and a balance of $2,939.17.  The State Liquid Fuels Account Fund showed interest of $45.92, State Allocation $276,741.32 and expenditures of $0.00 (check #---) leaving a balance of $390,098.51. 
VII. CORRESPONDANCE:
A letter was read from Joe Slonac requesting the Board to consider paying his supplemental costs while he is a board member.  Mr. Gdula made the motion, second by Mr. Christ.  With all in favor and Mr. Slonac abstaining, motion passed.
A letter was read from DEP regarding renewing three (3) permits for Cooney Brothers Coal Co. for mine reclamation.  There will be no strip mining on these three permits.
A letter was read from the Forest Hills Ambulance Association thanking the Board for all their assistance on calls and plowing their driveway in the winter.  They want us to have free membership for the township building.
II. OLD BUSINES
It was noted the new backhoe came in February after the last meeting and it was paid off as per the 2015 meeting request.  This back hoe came through the Costar’s program with Groft Tractor and Supply.
Mr. Richards asked if the Board had any other old business they would like to discuss.    None is forthcoming.
IX. NEW BUSINESS

Mr. Richards asked for discussion on the roof of the District Court Building.  Mr. Gdula stated a portion of the roof came off last week and they repaired it again.  The roof is brittle and something needs done to it before there is water damage to the structure.  Possibly the Board should look at a metal roof due to this roof being replaced already and just not standing up.  Mr. Richards asked for a motion to get estimates for a metal roof.  Mr. Gdula made the motion, second by Mr. Christ.  With all in favor, motion passed.
Mr. Richards asked for a motion to approve the Sewage Planning Module for Scott Gdula as approved by the Planning Commission on March 2, 2016.  Mr. Slonac made the motion, second by Mr. Christ.  With all in favor and Mr. Gdula abstained, motion passed.
Mr. Gdula stated the one conveyor is getting old on Tony’s truck and they would like to purchase another on.  They really need two conveyors to do road work in the spring and summer.  Mr. Richards asked for a motion to get more prices and order two (2) conveyors.  Mr. Gdula made the motion, second by Mr. Christ.  With all in favor, motion passed.
 Mr. Richards asked for any other new business.  None was forthcoming.
X. PUBLIC GENERAL COMMENT PERIOD
Mr. Chad Wolfhope asked about Blue Road and Cider Press road getting some work done on it.  It was stated that these roads were on the list for repair and tar and chip this year.
Mr. Mike Kohler asked about Topper Road getting repaired from Bend Lane down.  This road also is on the list for tar and chip this year.
XI. ADJUORNMENT
Mr. Richards stated with no further township business to conduct he would entertain a motion to adjourn. Mr. Christ made the motion to adjourn and Mr. Schrader second this motion.    With all in favor, motion passed and meeting adjourned at 5:35 P.M.
