March 22,2021 Regular Meeting- approved

CALL TO ORDER:
 Chairman Dennis Richards called the regular meeting to order at 4:59 p.m. in the conference room of the Adams Township Municipal Building.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was said by all present.
ATTENDANCE: 
Those in attendance were Supervisors Dennis Richards, Brian Schrader, and Dan Senft; William Barbin, Solicitor; Jennifer Zakraysek, Secretary, Kirk Moss, Police Chief and 13(thirteen) visitors. Mr. Gdula and Mr. Bucci were absent.
PUBLIC COMMENT PERIOD FOR AGENDA ITEMS AND PRIOR MEETING MINUTES:
Mr. Richards stated now the Public has the right and the opportunity to comment on any item from the previous meeting minutes.  None were forthcoming.
MINUTES: 
Mr. Richards stated everyone had copies of the March 1 ,2021 regular meeting.  He asked all Board members to read the minutes.  Mr. Richards asked for a motion to approve the minutes presented.  Mr. Senft made the motion, second by Mr. Schrader.  With all in favor, motion passed.
 
TREASURER’S REPORT:
 After discussion, Mr. Richards stated the Treasurers Report was accepted as read. The General Account Fund showed revenues received totaling $106,260.95, expenditures of $ 98,603.44(check # 31488 to #31518) and a balance of $490,347.97.  The Street Light Account Fund showed revenues received of $12,127.50 and expenditures of $173.99(check #1554) and a balance of $13,005.26.  The Fire Protection and Fire Hydrant Fund showed revenues received for the hydrants of 3,689.70 and protection of $8,096.99 and expenditures of $0.00(check #--) and a balance of $28,039.63.  The State Liquid Fuels Account Fund showed revenues of $47.35 in interest and $282,345.43 in state allocation, and expenditures of $23,464.11(check#804to 805) leaving a balance of $464,457.95.
CORRESPONDENCE: Letter from Attorney Gary Costlow resigning as our Zoning Hearing Board Solicitor. Mr. Richards said to send Attorney Costlow a thank you letter for all the years served in that position. He also said Attorney Costlow recommended Attorney Brett Smith as his replacement. Mr. Richards asked for a motion to appoint Attorney Brett Smith as Adams Township Zoning Hearing Board Solicitor. Mr. Senft made the motion, second by Mr. Schrader. With all in favor, motion passed.
Letter announcing the annual National Drug Take Back Day conducted by the Adams Township police will be held on Saturday, April 24,2021 from 10:00 am to 2:00pm at the Adams Township building.
OLD BUSINESS:
Mr. Richards asked if the Board had any other old business they would like to discuss.  None was forthcoming.
NEW BUSINESS:
Payment of the Bills:  Mr. Richards stated all Board Members have a copy of the bills presented for payment totaling $52,587.02 and asked them to take a few minutes to review the bills before calling for a motion to approve payment of the bills. Mr. Senft made the motion to pay all bills.  Mr. Schrader seconded this motion.  With all in favor, motion passed.

The road department is scheduled to get the street sweeper for April 21,2021 to May 4,2021.
 
Mr. Richards asked for a motion to approve road bond for Accurate Logging on Blue Road and Oakridge Drive. Discussion occurred. Mr. Senft had a question about including something in agreement. Mr. Barbin answered his question about wording and said he would send an updated road bond agreement. Mr. Schrader made the motion, second by Mr. Senft. With all in favor, motion passed.
 
PUBLIC GENERAL COMMENT PERIOD:
Ms. Linda Scullion asked about any updates about tires on the two properties near her. Mr. Barbin said the Geibig one that the court case is still on hold; could be 3-4 months down the road until the courts are caught up. The other one on Lantz property Chief Moss said he would talk to codes and file charges.
Beautyline residents including Mr. Bart and Penny Wagner, Karen and John Remick, Jim Kormanik, Kim Fish and others here to talk about ongoing issue there with water and their yards. Mr. Wagner said we last here about a year and half ago and township said they would clean 50 feet at end of pipe and try to get a grant for a DEP permit needed to do anything beyond that.  Mr. Sewalk, from Eads Group Township Engineer said we did try to get a grant but unfortunately the township did not receive it. Mr. Barbin said the township can only clean  50 feet from road pipe and due to the DEP defining that area as a stream /wetlands is why all the rules/regulations; adding the permit is called a joint permit and is costly can be $100,000 and can include fines and arrests if you don’t obtain a permit /don’t follow rules;  and that funding is an issue. Mr. Sewalk said when he went to meeting with Mr. Gdula and Mr. Richards to talk to DEP ;DEP was talking about wetlands mitigation ;meaning they consider it destroying wetlands if we got permit and did anything ;township would have to then buy another parcel of land to maintain as a wetlands. Mr. Senft Roadmaster said we are trying to work with County Conservation on obtaining a permit just to clean the 50 feet at ends of the pipes. Karen and John Remick about the area near them that is affected by these issues caused pipe, etc. Their neighbors’ yard gets flooded and they said possibly another drain there and both catch basin and pipe there need cleaned. Mr. Senft said he would come and check it out. He said can clean catch basin already there but the it would be same with the pipe could only do the first 50 feet on ends of pipe after getting permit. One of the ladies asked if DEP could come and meet with all of them and township here to discuss issues. Everyone agreed it would be a good idea. She said she been in contact with some people at DEP that had said they would. Mr. Barbin asked if she would give the Secretary the name of person from DEP who would then give to him so he would get in contact with the person.
ADJOURNMENT: 
Mr. Richards stated with no other township business to conduct he would entertain a motion to adjourn.  Mr. Senft made the motion, second by Mr. Schrader.  With all in favor, motion passed, and the meeting adjourned at 5:25 P.M.
