CALL TO ORDER:
Supervisor Dan Senft called the regular meeting to order at 7:00pm in the conference room of the Adams Township Municipal Building.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was said by all present.
ATTENDANCE:
Those in attendance were Supervisors Brian Schrader, Daniel Senft, and Russell Grieff, Jennifer Zakraysek, Secretary-Treasurer, Solicitor Colt McKelvey ,Officer Oyaski and nineteen (19) visitors. Mr. Bucci and Mr.Gdula were absent.
PUBLIC COMMENT PERIOD FOR AGENDA ITEMS AND PRIOR MEETING MINUTES:
Mr. Senft stated now the Public has the right and the opportunity to comment on any item from the previous meeting minutes.
MINUTES:
Mr. Senft stated everyone had copies of the March 2,2026 regular meeting minutes. He asked all Board members to read the minutes. Mr. Senft asked for a motion to approve the minutes as written. Mr. Schrader made the motion, second by Mr. Grieff. With rest in favor, motion passed.
TREASURER’S REPORT:
The General Account Fund showed revenues received totaling $87,359.01, expenditures of $86,659.67( check # 35057 to #35084) and a balance of $803,083.72. The Street Light Account Fund showed revenues received of 7,815.50 and expenditures of 245.87(check #1782) and a balance of $11,829.61. The Fire Protection Account Fund showed revenues received for the hydrants and protection of $7,086.40,and expenditures of 0.00( #–) and a balance of $28,423.67. The State Liquid Fuels Account Fund showed revenues of $0.00 in interest, and expenditures of 0.00(check#–) leaving a balance of $374,060.65.
ROADMASTERS’S REPORT: Mr. Senft reported Road Master’s report summary for the winter months. This winter maintenance season saw a reduction in salt usage, with 483 tons used at a cost of $48,300, compared to 748 tons costing $74,800 last year.. This represents a decrease of 265 tons and a savings of $26,500.This year we used a total of 1,400 tons of cinders at a cost of $24,934, compared to 1,800 tons used last year, a reduction of 400 tons. This decrease was partly due to a milder winter and we also got a discounted rate on cinders this year resulting from a PennDOT tar and chip recall. Due to the discounted rate on cinders, we paid for the cinders out of last year’s budget. The total winter maintenance budget for this year was $130,000. Of that, $48,300 was spent on salt and $0 on cinders, bringing the total cost to $48,300. As of March 20, 2026, $81,700 over half of what was budgeted remains unused. We also are scheduling road sweeping the last week of March and continuing through April. Mr. Senft said they are working on pipe job on Helsel Road working with water company as they are putting pipe in that area where water line is being put in.
CORRESPONDENCE: Letter from Adams Twp. Vo.Fire Co’s .#1 Dunlo and#2 St. Michael about tentative list of functions for 2026; motion to approve. Mr. Grieff made the motion, second by Mr. Schrader to okay both fire departments tentative list of functions for 2026. With all in favor, motion passed.
Letter from Caitlyn Lusk with Cambria County Conservation and Rec Authority about the Path of the Flood Race about utilizing portion of township road and annual approval letter needed. Portion of road used is Amsite Road race is being held May 23,2026; Ms. Zakraysek included copy of letter that will be sent to Ms. Lusk for PennDOT requirements.
Letter from Dr.Lehman FHSD Superintendent about bus driver meeting and request for a sign; discussion and any motions if needed. Mr. Senft said he has spoken to both the school and Mlaker bus lines to discuss this need for a sign along Locust Street in area of Main and Market Streets saying School Bus Stop Ahead; he said they will be adding sign in area of 219 toward St. Michael along there as apparently people are passing the bus ; can add sign there and see if it helps.
OLD BUSINESS: None.
NEW BUSINESS: Payment of the Bills: Mr. Senft stated all Board Members have a copy of the bills presented for payment totaling $73,441.47 and asked them to take a few minutes to review the bills before calling for a motion to approve payment of the bills. Mr. Schrader made the motion to pay all bills. Mr. Grieff seconded this motion. With rest in favor, motion passed.

Mr. Senft asked for a motion to Award Contract 2026-01 – Baseball Field Turf Renovation Project, to Force Turf Solutions(Costars), in the amount of $190,087.00 and to proceed with Notice of Award, Contract agreement, notice to proceed, and all other necessary contract documents pending Engineer’s and Solicitor’s review of contract and all documentation. Mr. Schrader made the motion, second by Mr. Senft. With all in favor, motion passed.
Mr. Senft asked for a motion to advertise for paving project after meeting with PennDOT rep on April 2nd. Mr. Senft made the motion, second by Mr. Grieff. With all in favor, motion passed.
Mr. Senft asked for a motion to advertise for part time police officer.Mr.Schrader made the motion, second by Mr. Grieff. With all in favor, motion passed.
Mr. Senft asked for a motion to approve/ratify 2-year road crew agreement with union. Mr. Grieff made the motion, second by Mr. Senft. With all in favor, motion passed.
Mr. Senft asked for a motion to issue the 12-month notice of termination of the Police Chief Employment Agreement. Mr. Grieff made the motion, second by Mr. Senft. With all in favor, motion passed.
Discussion about change order for new truck bed and accessories; as there has been change with truck and some prices have gone up. Mr. Senft asked if just need change order; looked to Solicitor McKelvey who said for Samco who got bid last year to supply us with a written change order with amounts so we can look at it and go from there .
PUBLIC GENERAL COMMENT PERIOD
Paul Kundrod Adams Twp. Vol.Fire Co. Fire Chief here to give a review of joint fire dept stats for 2025; runs ops for both fire departments; stated departments respond together on most calls and also assist each other and other departments on calls in area. Mr. Kundrod gave out two handouts ; one with alarm stats for 2025 and then another with report . For 2025 ,Dunlo responded to 130 alarms while St. Michael responded to 239. The second report showed comparison in alarms from 2014 to 2024 alarms went up from 140 to 220 an increase of 58% over 10-year period. Mr.Kundrod said always having need for donations as a turnout gear price for one fire fighter is $5,000 and our fire departments are all volunteer; our annual contribution to them of $25,000 helps. Mr. Schrader asked Mr.Kundrod what cost would be to replace Spartan engine right now listed on report Mr. Kundrod said somewhere about 1.2 million; ladder truck would be 2 million. Mr. Kundrod said fire department provides vital service and thanked township for their support.
Steve Sewalk and Nate Kundrod here from Eads Group township engineer about the grant for the Little League Field ; Mr. Sewalk mentioned an upcoming grant for flood migration and said past projects that used grant money. Mr. Sewalk said application fee is $100.00 and there is a 1/3 match. Mr. Senft mentioned Palestine Road bridge ; one which we had applied for on past grant and not gotten. Mr. Senft said go for that one it needs done;Mr.Sewalk said can update cost and submit that one. Mr. Paul Kundrod mentioned since being on county commission they told him to remind township of county grant ; which is due soon at beginning of April if you want to apply for project; believes there is no match and it’s for small projects; Mr. Senft we will have to think of project for that.
Justin Gdula asked about the grant for water for residents along Peaceful Valley if that was still on that they had been asked about this past fall ; any updates .etc. as it is really needed; can it be done in phases . Mr. Senft said it was sent in. Mr. Sewalk of Eads Group said County Commissioner Rager met with us about it; he was pushing it forward ; but that he had not heard anything from that side. Mr.Gdula asked said keep pushing for grant and said amount was over 1 million to get done; asked about phases. Mr. Senft said we are waiting grant is out there. Mr. Sewalk said we submitted on LSA grant in fall probably won’t hear anything until summer when it will be announced as to if we got grant or not; grant was submitted in phases and that commissioner can keep pushing for it too.
Laura Docherty mentioned that at last meeting Mr.Hribar was here ;were looking into stone for his lane ; she has one too. Mr. Senft said we looked into that ; it is a personal lane. Ms. Docherty said hers is personal too; they maintain and there are 4 other families that use. Mr. Senft said they told Mr.Hribar same thing when they are sweeping they are not allowed to reuse those ; said can give her sweepings. Asked where she is lives. She said Center Street in Salix. Mr. Senft said we just dump it there for you ;can do whatever you need with it after that ; asked her to provide phone number so they can let know when they are dumping sweepings.
David Grigg said attended last meeting; mentioned other supervisor attending by phone; didn’t like it ; thinks supervisors should be physically present. Asked about if need to be physically present to get paid for meeting and if need to be physically present to vote. Mr. Senft as of right now no you do not need to physically present to get paid for meeting; it is ruling ; Mr. Grigg asked if on paper ; Mr. Senft said he is not sure will have to look at. Mr. Grieff said he has heard that is way it is unless there is ordinance saying otherwise. Mr.Kakabar mentioned about getting/making ordinance to do that ; said think they should be docked pay off annual amount.; exceptions being funeral, emergency ;things out of your control. Mr. Senft said can look into an ordinance or resolution for that.
Dolly Yonkoski here about dump being closed in Dunlo; as gate has been locked and residents have to come and get key ; she asked about compromise like Friday,Saturday;Sunday open ;can’t come here to get key then since no one is here. Mr. Senft said we need watchdog; she said she would do it; said wouldn’t be problem if we had someone to keep an eye on it. There was big truck with grapple putting their brush in there which they have to burn and then had someone dump their kitchen cabinets and bed; then our loader gets flat in there and that costs $1,000 to repair ; it was getting to be too much; was 2 weeks and we had this huge pile; that’s why it was shut down; have people come and get key at least we know who is in there; tried camera but service in Dunlo is terrible so had to keep charged and keep checking was nuisance. Ms.Yonkonski suggested Friday, Saturday ,Sunday keeping gate open. Mr. Senft suggested if do that said once a month or what; she said would need to advertise let residents know . Mr. Senft said if you are going to watch it ; we can try on weekends knows its hard ;people work and then its not open on weekends ;said we can try and see what happens. Ms.Yonkonski said yes and especially with warmer weather coming ;people will be cleaning out. Mr. Senft said we can try for a while on weekends and see what happens.
Joe Duca wanted to thank whoever plowed Saddle Club Road this year did a good job. Second thing he said do you have any plans of patching or paving Saddle Club this year. Mr. Senft said he did have something in mind there; Mr.Duca said if you guys are going to patch he doesn’t care ; just roll it out then; said about rough patches/drop off on road. Mr. Senft said there was a 3-year plan there with paving started at top ; said didn’t get the next section last year had other obligations that held us up. He did get pipe for there; in order to pave there, we need to pipe first, so sides don’t wash out; thinks he has enough piping to make work . He did have some money saved up ; he said depending on how much we spend on our paving project this year will determine how far we pave on Saddle Club; definitely planning on paving a lot not sure if it will be all of it; prices going up on fuel and oil doesn’t help. Mr.Duca said he has heard in the past that not enough people live along it; taxes are same as everyone else. Mr. Senft said yes road needs fixed; he said he thinks right now it is worst road in township and is long and big road; takes a lot to maintain; they are working on it.; said he has piping said if you see where white marks are trees that’s where piping will be going in. Mr. Senft said after PennDOT rep comes April 2nd that will give him a better idea of what he has to work with to see what they can do.
Solicitor McKelvey said he had talked with Supervisor Bucci prior to meeting; and said he asked me to since he is not here to remind you guys look over the conflict of interest rules. One of residents asked what he meant by that. Mr. Grieff said he is saying it’s a conflict of interest for me to vote on the union contract because he is a union member and his brother works on road crew; but according to ethics commission because voting on contract for whole road crew it’s not a conflict of interest ; he is a union member not an officer; pays dues to belong so it’s not financial gain. Resident asked if Mr. Grieff belongs to same union as township does the Teamsters. Mr. Grieff said same national union as them yes; theirs is negotiated locally; mine is negotiated internationally. Then resident asked what percentage raise for road crew was . Mr. Senft said it was not a percentage it was dollar amount . $2.00 the first year, and then $1.25 the second year; said rate is different for each person depending on how many years worked.
