CALL TO ORDER:
Chairman Dennis Gdula called the regular meeting to order at 5:00pm in the conference room of the Adams Township Municipal Building.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was said by all present.
ATTENDANCE:
Those in attendance were Supervisors ,Dennis Gdula, Mark Bucci, Dennis Richards and Dan Senft, Jennifer Zakraysek, Secretary-Treasurer ,Solicitor William Barbin, and eight (8) visitors. Mr. Schrader was absent.
PUBLIC COMMENT PERIOD FOR AGENDA ITEMS AND PRIOR MEETING MINUTES:
Mr. Gdula stated now the Public has the right and the opportunity to comment on any item from the previous meeting minutes. None were forthcoming.
MINUTES:
Mr. Gdula stated everyone had copies of the April 14,2025 regular meeting minutes. He asked all Board members to read the minutes. Mr. Gdula asked for a motion to approve the minutes as written. Mr. Richards made the motion, second by Mr. Bucci. With all in favor, motion passed.
TREASURER’S REPORT:
After discussion, Mr. Gdula stated the Treasurers Report was accepted as read. The General Account Fund showed revenues received totaling $404,829.33, expenditures of $67,126.68( check # 34437 to #34481) and a balance of $1,006,451.22. The Street Light Account Fund showed revenues received of $23,230.90 and expenditures of $12,447.44(check #1738 to #1742) and a balance of $34,595.57. The Fire Protection and Fire Hydrant Fund showed revenues received for the hydrants of $7,247.10 and protection of $21,276.39 and expenditures of 2,041.29(check# #1434 to #1436) and a balance of $64,955.08. The State Liquid Fuels Account Fund showed revenues of $1,279.01 in interest, and expenditures of $11,525.86(check#861) leaving a balance of $411,792.35.

Letter from PennDOT about Municipal Winter Traffic Agreement; motion to confirm renewal. Mr.Gdula asked for a motion to confirm renewal Winter Maintenance Agreement with PennDOT 2025-2026 season. Mr. Richards made the motion, second by Mr. Senft. With all in favor, motion passed.
OLD BUSINESS: Discussion and possible motion to advertise authorizing/adopting increase in supervisor’s compensation as per PA State Act 94 of 2024; was tabled at a prior meeting. Discussion occurred. Mr. Bucci made the motion to advertise to increase supervisor’s compensation as per PA State Act 94 of 2024,second by Mr. Richards. Mr.Gdula was in favor; Mr. Senft was not in favor. 3-1 in favor. Motion passed to advertise. Mr.Gdula explained this is for supervisor’s meeting pay; and it only takes effect in 2026 for reelected or newly elected supervisors.
Mr. Gdula asked if the Board had any old business they would like to discuss. None was forthcoming.
NEW BUSINESS:
Payment of the Bills: Mr. Gdula stated all Board Members have a copy of the bills presented for payment totaling $103,482.34 and asked them to take a few minutes to review the bills before calling for a motion to approve payment of the bills. Mr. Bucci made the motion to pay all bills. Mr. Richards seconded this motion. With rest in favor, motion passed.

Opening bids and motion to award bid for paving project and motion to apply to for county aid for project. Mr.Gdula asked for a motion to apply/approve application for county aid for paving project. Mr. Richards made the motion, second by Mr. Senft. With all in favor, motion passed. Next the paving project bids were opened ;Solicitor Barbin checked for bid bond. Grannas Bros. was the lowest bidder for project with a total of $204,281.85. Mr. Richards made the motion to award paving project contract to Grannas Bros. as lowest bidder, second by Mr. Senft. With all in favor, motion passed.
Discussion and motion to approve purchase of garage door openers for new garage ; got 3 quotes. Mr. Senft he got three quotes; and lowest was Dependable Garage Doors ; said he asked for price with and without installation. Mr. Bucci said Dependable quote is $13,209.00 and other two Overhead and Taaz were $15,820.00 and $15,588.50. Mr. Richards asked if that was for all 10 doors. Mr. Senft said yes that $13,209.00 price was for 10 doors with install. Mr. Bucci made the motion to purchase doors from Dependable garage doors quote of $13,209.00 ,second by Mr. Richards. With all in favor, motion passed.
Discussion and possible motion to approve new Penelec electric rate contract for township buildings renewal with Engie through Integrity Energy if receive term and rate by meeting date. Mr.Gdula said representative did not contact us with new rate quote in time for meeting ; asked for motion to table. Mr. Richards made motion to table, second by Mr. Bucci. With all in favor, motion passed.
Discussion and motion to extend solar moratorium for PSES grid scale solar farms. Discussion occurred ; Solicitor Barbin said we have current moratorium in place until end of June; are hoping to have solar ordinance in place by then. Mr. Bucci asked if it was still okay to extend in case something occurs, and it is not passed in time. Solicitor Barbin said yes could do 3-month extension and then if/when we adopt solar ordinance we can abolish the moratorium at same time. Mr.Gdula asked for a motion to extend moratorium for PSES grid scale solar farm for 3 months until end of September. Mr. Bucci made the motion, second by Mr. Richards. With all in favor, motion passed.
PUBLIC GENERAL COMMENT PERIOD: Ms. Baker and Mr.Russell Grieff asked about advertising supervisor wage increase earlier in meeting; asked difference from what they currently receive; Mr. Bucci said it’s $1,690.00 a year more difference from what they receive now; and that wage increase in this has not happened in last 20 or so years. Solicitor Barbin explained that the PA State Legislature had to pass this first before it is even an option to increase; and townships have the option to increase it or not to increase it.
ADJOURNMENT:
Mr. Gdula stated with no other township business to conduct he would entertain a motion to adjourn. Mr. Bucci made the motion, second by Mr. Senft. With all in favor, motion passed, and the meeting adjourned at 5:27 pm.
