CALL TO ORDER:
Vice Chairman Dennis Gdula called the regular meeting to order at 7:00pm in the conference room of the Adams Township Municipal Building.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was said by all present.
ATTENDANCE:
Those in attendance were Supervisors Brian Schrader, Daniel Senft, Russell Grieff and Dennis Gdula, Jennifer Zakraysek, Secretary-Treasurer, Solicitor Colt McKelvey and twelve (12) visitors. Mark Bucci was absent.
PUBLIC COMMENT PERIOD FOR AGENDA ITEMS AND PRIOR MEETING MINUTES:
Mr. Gdula stated now the Public has the right and the opportunity to comment on any item from the previous meeting minutes.
MINUTES:
Mr. Gdula stated everyone had copies of the August 3,2026 regular meeting minutes . He asked all Board members to read the minutes. Mr. Gdula asked for a motion to approve the minutes as written. Mr. Senft made the motion, second by Mr. Grieff. With rest in favor, motion passed.
TREASURER’S REPORT:
The Treasurer’s Report was accepted as written. The General Account Fund showed revenues received totaling $200,217.66, expenditures of $86,848.70( check # 35343 to #35372) and a balance of $1,011,814.00. The Street Light Account Fund showed revenues received of 288.75 and expenditures of 892.80(check #1805 to #1808) and a balance of $19,292.04. The Fire Protection Account Fund showed revenues received for the hydrants and protection of $222.78,and expenditures of 18.58( check#1489 to #1490) and a balance of $37,934.53. The State Liquid Fuels Account Fund showed revenues of $0.00 in interest, and expenditures of 0.00(check#-) leaving a balance of $168,644.97.
ROADMASTERS’S REPORT: Mr. Senft reported that the road department has finished chipping for tar and chipping for this year; still sweeping in areas mentioned St. Michael and WPA road; said the blacktop was done on Saddle Club as much as could afford; the road crew still needs to do backup on edges along there. Mr. Senft said currently they are doing some pipe work and then it’s getting ready for winter.
CORRESPONDENCE: Letter and email from Cambria County Planning Commission concerning 12-year update of the Highway and Bridge Program for Cambria County; can submit project for consideration and identify transportation needs and need to submit forms by October 1st ; email is from Jacob from County Planning that says to contact him with questions. Discussion occurred if board had any projects or area roads or bridges that need updated that could be submitted. Mr. Schrader asked if we could use this for doing rest of Saddle Club . Mr. Senft mentioned WPA road there is area that is sinking that put some blacktop on this year; Mr. Gdula mentioned bridge up by Llanfair that it has sunk. Board wondered if could use bridge or highways or both; Mr. Senft asked if just state roads. Ms. Zakraysek said the application says state highway number, local road name or bridge name for location description so any of the three.
OLD BUSINESS: None.
NEW BUSINESS: Payment of the Bills: Mr. Gdula stated all Board Members have a copy of the bills presented for payment totaling $66,654.28 and asked them to take a few minutes to review the bills before calling for a motion to approve payment of the bills. Mr. Senft made the motion to pay all bills. Mr. Schrader seconded this motion. With rest in favor, motion passed.

Mr. Gdula asked for a motion to approve MMO’s for non -uniform and police pension plans for 2027. Mr. Grieff made the motion ,second by Mr. Senft . With all in favor, motion passed.
Mr. Gdula asked for a motion to hire Logan Zevorich as a part time police officer for the Adams Township Police Department. Mr. Schrader made the motion, second by Mr. Grieff. With all in favor, motion passed.
Mr. Gdula asked for a motion to approve Shumaker Land Merger as approved by Planning Commission. Mr. Schrader made the motion, second by Mr. Gdula. With all in favor, motion passed.
Mr. Gdula asked for a motion to approve setting Thursday, October 29 th ,2026 as Trick or Treat from 6-8pm. Mr. Schrader made the motion, second by Mr. Senft. With all in favor, motion passed.
PUBLIC GENERAL COMMENT PERIOD: Mr. Lynn Crisi who is part of Somerset County ATV Trail Commission and is also a councilman for Paint Boro. …said Josh Grigg invited him to answer any questions the Board may have since they have opened their roads to ATV’s/side by sides; are doing trail system working with PennDOT and local municipalities for trails ; in future will work with private landowners and DCNR. Mr.Crisi said he really came if they had any questions about municipalities if any increased problems or how it is working out. From his experience ,before they opened roads had problems with people speeding on the ATV’s/side by sides ;driving reckless; a lot of people didn’t want them on roads; but council said let’s try for a year; commented the same people who didn’t want them came to meetings after roads were opened and they were happy ; people slowed down and people are obeying the rules. Mr.Crisi added he is a business owner also and has seen increased revenue/business from the ATV’s/side by sides; once they get trail system up and running countywide there will be a 50.00 trail permit; the municipalities are all getting a certain amount from the permits; said could help them with dust control expense,etc and obviously things will be different since Adams is in Cambria County .He added they keep a list of on road ATV/side by sides incidents in Somerset County and all those problems have gone down….so far this year only 7 incidents and no running from police and everyone is happy. Mr. Senft asked how many of their roads did they open ? All or them or certain ones? Mr.Crisi responded that every town in Somerset County if their solicitor worked with them opened all roads; working with PennDOT now opening state roads and connectors between townships and boroughs; connectors for Adams would Mine 42 Road/Centennial with their county system. Mr. Grieff asked they if they used DCNR grant to fund any of that ? Mr.Crisi answered they used DCNR grant to hire people(consultants) that did Hatfield/McCoy trail system to facilitate working with DCNR and PennDOT and move things forward.
